Kathmandu-The government plans to introduce a new policy framework to address uncontrolled mobile data spending, consumer complaints, and transparency issues.
The subscription model, introduced by Ncell two years ago, is being formalized. The Ministry of Communication and Information Technology’s priority action plan aims to make mobile data usage more structured and consumer-friendly. It proposes institutionalizing the subscription model while keeping pay-as-you-go as an option.
Users will receive mandatory alerts when 90 percent of their data is used and can disable pay-as-you-go services. Nepal Telecom has already implemented the pay-as-you-go system as an optional feature.
Ncell’s subscription model, promoted as 'Sadhain ON,' faced objections from the Nepal Telecommunications Authority. However, the government now adopts the same approach, considering market demand, user behavior, and digital service expansion.
The existing pay-as-you-go system often led to unexpected expenses due to high rates after data packs ran out. Users complained about balance deductions due to lack of clear information.
The subscription model offers a fixed data volume for a set fee daily, weekly, or monthly. Combo packs with data, voice calls, and messaging services are also available.
The new model helps users predict expenses and reduces uncontrolled spending. It ensures stable revenue for service providers. Improved internet access strengthens online services, digital transactions, and public service delivery.
