Kathmandu-Preparations are underway to revoke political appointments made by previous administrations in a single move.

The Council of Ministers, led by Prime Minister Balen Shah, has collected details of appointees from various ministries and submitted them to the Office of the Prime Minister and Council of Ministers.

The government plans to first ask all appointed officials to step down verbally. If they refuse, it will issue formal letters instructing them to resign. As a final step, the Cabinet will annul the appointments collectively through an official decision. Around 1,500 political appointees are estimated to be affected.

Addressing the first meeting of Parliament, Rabi Lamichhane urged all officials appointed by previous governments to resign and make way for a new system. He stressed the need to transform the administrative structure, saying, “We have been given this mandate not to run Singha Durbar, but to change it.”

The government’s plan covers key bodies, including constitutional offices, universities, boards, committees, corporations, and various councils. This may include university officials such as vice chancellors, rectors, and registrars, as well as ambassadors and diplomatic representatives.

Major institutions such as Nepal Rastra Bank, Nepal Electricity Authority, Nepal Tourism Board, and Nepal Airlines Corporation are also likely to be included. Religious and cultural bodies like the Pashupati Area Development Trust and the Lumbini Development Trust are expected to fall under the same process.

In addition, entities such as the National Examination Board, CTEVT, National Sports Council, Guthi Sansthan, Nepal Health Research Council, various councils, development boards, hospital development committees, and commissions may also be affected.

While the government says the move aims to restructure the administrative system, it is likely to intensify debate over institutional stability, policy continuity, and legal complications.
