Kathmandu- A controversy has erupted over the Department of Passports' tender for printing 6.4 million electronic passports, with allegations that the process was designed to favor a specific company.

The issue has now reached the Public Accounts Committee.  A complaint was submitted on January 16  to the Committee, alleging that the tender process is structured to ensure IDEMIA secures the contract. The complainant, whose identities remain confidential, argue that the linked bidding system undermines competition and raises serious questions about fairness and transparency.

Earlier, the tender, announced on November 28, 2024, initially gave bidders 34 days to submit proposals, but the deadline was later extended to February 11.

It was divided into two packages: one covering distribution with the necessary technology and equipment, and the other for the personalization of passport booklets.

However, critics claim the tender specifications were tailored to benefit the French company IDEMIA, which currently handles Nepal’s electronic passport printing.

The primary concern revolves around a clause allowing bidders to offer a combined discount if awarded both packages. This condition, outlined in the bid document, effectively discourages separate companies from competing for individual packages, creating an advantage for a single bidder to secure the entire contract.

During a pre-bid meeting, several companies sought clarification on this clause, but Director General Tirtharaj Aryal reportedly refused to amend it, insisting on keeping the terms unchanged. This has fueled allegations of bias and irregularities in the process.

In response, concerned companies have filed complaints with the Public Procurement Monitoring Office and the Commission for Investigation of Abuse of Authority (CIAA).

Under growing pressure, the department has called for a discussion on January 31, to address the concerns raised.
