Govt announces major capital market reforms, push for NRN and private investment participation

Kathmandu-The government has set a goal to further expand the domestic capital market in a safer, more competitive, and internationally aligned manner.

Presenting the Policies and Programmes for the fiscal year 2026-27 at a joint meeting of the Federal Parliament, Ramchandra Paudel announced structural reforms in the capital market and plans to broaden the scope of investment.

The policies and programmes propose a complete restructuring of the securities market regulator, the Nepal Stock Exchange (NEPSE), and the clearing system. To increase the presence of institutional investors in the market, pension funds, insurance companies, and mutual funds will be encouraged to play a more active role.

The government has also prioritized formally allowing Non-Resident Nepalis (NRNs) to participate in the capital market. To support long-term capital formation, the government said it will develop debt markets, bond markets, infrastructure bonds, and various risk management instruments.

To mobilize the financing required for large infrastructure projects, the government aims to implement new models beyond traditional approaches, including alternative development finance, diaspora capital, and private investment mobilization.
