Kathmandu-The government has moved forward with a plan to develop an integrated digital database of individuals’ assets to make corruption control more effective.
Publishing its governance reform agenda, the Nepal Rastra Bank has set a target to establish an 'Integrated Digital Asset Registry' within 100 days. The system will cover bank accounts, digital wallets, share investments, and other financial activities.
Under the plan, a risk-based alert mechanism will be developed within the system to automatically detect suspicious transactions. Identified cases will then be forwarded to relevant agencies for investigation.
Currently, bodies such as the Commission for the Investigation of Abuse of Authority, the National Vigilance Center, and the Department of Money Laundering Investigation collect asset-related data from different sources separately.
Once implemented, the proposed integrated system will provide all information through a single platform. This is expected to make investigations faster and more coordinated.
According to Nepal Rastra Bank, the government is preparing to digitally record the complete asset details of individuals. This is expected to speed up data collection, analysis, and investigation processes.
The government also plans to include physical assets such as land, property, and tax records in the digital system alongside digital assets.
Information technology experts say that all asset details could be linked to a single unique ID for each individual, with the national identity card serving as a key foundation.
Experts stress that implementing such a system will require large-scale digital infrastructure, strong data security, and strict privacy protection. Since all citizens’ asset data will be stored on a single platform, cybersecurity and data protection must be given top priority.
The government expects that once the integrated digital asset registry and automated suspicious transaction detection system are implemented, investigations, evidence collection, and enforcement related to corruption and money laundering will become significantly more effective.
