Will the MCC Nepal Grant Continue After the U.S. Review

Kathmandu- The Millennium Challenge Corporation (MCC) Nepal project has been suspended for three months, prompting the Nepali government to adopt a wait-and-watch policy during this period.

The United States government recently announced a temporary freeze on foreign aid, including MCC Nepal funding and USAID projects in Nepal, as part of a broader aid review. As a result, key infrastructure projects in Nepal, including electricity transmission line projects, have been temporarily halted.

MCC Nepal Project Update: What’s Next?
One month of the three-month MCC suspension has already passed, leaving two months remaining. While the USAID Nepal projects involve smaller funding amounts, the MCC Nepal program has created long-term financial obligations, as it operates under MCA Nepal (Millennium Challenge Account Nepal).

Nepal Government’s Strategy Amid MCC Suspension
The Ministry of Finance Nepal and MCA Nepal recently held discussions on how to proceed during this suspension period.
 
Official of Finance Ministry state that no major decisions will be made until the U.S. government completes its foreign aid review.

Until then, the Nepalese government has directed MCA Nepal to:
 
  • Continue ongoing MCC projects without disruptions
  • Avoid creating additional financial obligations
  • Minimize operational expenses

MCC Nepal Transmission Line and Infrastructure Projects
Under the MCC Nepal Compact, construction work is underway for three substations, with tenders reissued for the electricity transmission line project. However, the Ministry of Finance Nepal has instructed that any new contracts or obligations be halted during this period.

While staff reductions and structural changes are not currently feasible, officials of Finance Ministry emphasize the need for cost-cutting measures where possible.

Will the MCC Nepal Grant Continue?
Government officials remain optimistic about the continuation of the MCC Nepal grant. They point out that former U.S. President Donald Trump has not made any significant remarks about the MCC, and the Global Fund Manager has not initiated any staff layoffs, signaling confidence in the MCC Compact Nepal’s future.
